BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA NOTICE OF APPLICATION FOR AUTHORITY TO IMPLEMENT CHARGE AND NOTICE OF PREHEARING CONFERENCE On October 15, 2020, Southwest Gas Corporation ("SWG") filed with the Public Utilities Commission of Nevada ("Commission") an Application, designated as Docket No. 20-10014, for authority to implement the Spring Creek Infrastructure Expansion Charge approved in Docket No. 19-06017. This Notice serves only to notify the public that the Commission has received the above-referenced filing. It is the responsibility of interested persons to review the filing and monitor the proceedings to determine their desired levels of involvement based on how this matter may affect their unique situations. The details provided within this Notice are for informational purposes only and are not meant to be an all-inclusive overview of the filing. The Commission may consider and adopt alternative proposals not contained within the filing, but which are related to the subject matter of the filing and supported by substantial evidence. SWG filed the Application pursuant to the Nevada Revised Statutes ("NRS") and the Nevada Administrative Code ("NAC"), Chapters 703 and 704, and including but not limited to NRS 704.9925, NAC 704.974 through 704.9758, and the Commission's Order in Docket No. 19-06017. In its Application, SWG seeks a deviation from NAC 704.9756(5), which provides that the gas infrastructure expansion rates established pursuant to NAC 704.9756 become effective with the public utility's first practicable quarterly rate adjustment following the in-service date of the gas infrastructure expansion activity. SWG seeks a deviation from NAC 704.9756(5) so that it may implement the Spring Creek Infrastructure Expansion Charges (that the Commission approved in Docket No. 19-06017) on November 1, 2020, or as soon thereafter as practical and in advance of the subject facilities being placed into service, such that SWG can begin charging the Spring Creek Infrastructure Expansion Charges as new Spring Creek Expansion Area customers establish service. SWG provides that the Spring Creek Infrastructure Expansion Charges are as follows: $35.00 per month for customers taking service under the NG-RS, NG-RM, and NG-G1 classes; and $70.00 per month for customers taking service in the NG-G2, NG-G3, and NG-G4 classes. Interested and affected persons may file comments or petitions for leave to intervene pursuant to NAC 703.578 through 703.600 on or before THURSDAY, NOVEMBER 12, 2020. A person who wishes to participate as a commenter may file written comments pursuant to NAC 703.491. A commenter is not a party of record and shall not take any action that only a party of record may take. Pursuant to NAC 703.500, only parties of record are entitled to enter an appearance, introduce relevant evidence, examine and cross-examine witnesses, make arguments, make and argue motions and generally participate in the proceeding. The purpose of the prehearing conference is to formulate and simplify issues involved in this proceeding and set a hearing and procedural schedule. At the prehearing conference, the Commission may take any action authorized by NAC 703.655.
