NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AND NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE STEFANI TENTATIVE PARCEL MAP PLN20-0069, TPM20-0001, MGT20-0061, MGT20-0064, EIS20-0011 NOTICE IS HEREBY GIVEN that the County of Nevada, as a lead agency, is circulating for public review a Draft Initial Study / Mitigated Negative Declaration (IS/MND) in accordance with the California Environmental Quality Act (CEQA) for the proposed Stefani Tentative Parcel Map. PROJECT LOCATION: The project is located in unincorporated Western Nevada County, at 11735 Wildwood Ranch Road, Penn Valley, 95946 approximately one-half mile south of Deer Creek. Assessor Parcel Number: 050-320-007 PROJECT DESCRIPTION: PLN20-0069; TPM20-0001; MGT20-0061; MGT20-0064; EIS20-0011: A Tentative Parcel Map application (TPM20-0001) proposing to divide a 15.69-acre parcel into three (3) parcels slightly larger than five (5) acres each. The project is located in the General Agriculture with a 5-acre minimum parcel size Zoning District (AG-5) and a Rural with a 5-acre minimum parcel size General Plan designation (RUR-5). The project includes two Management Plans (MGT20-0061; MGT20-0064) to allow disturbance within the setback from an ephemeral waterway for access to the minimum useable sewage disposal area (MUSDA) for Parcel 2, and to allow disturbance in an area of Landmark Oak Groves for proposed development in Parcels 1, 2, and 3. Proposed Parcels 2 and 3 would take access from Wildwood Ranch Road; Parcel 3 via an existing driveway and Parcel 2 via a new driveway constructed within a proposed 32-foot Driveway & Utility Easement. Proposed Parcel 1 would take access from Pleasant Valley Road, with a 490-foot clear sight distance from the driveway encroachment. The properties are intended for single-family residential improvements and will be served by either on-site wells or treated Nevada Irrigation District (NID) water. The project proposes a 15-foot Water Line easement which runs along the northern boundary of Parcel 3 diagonally to connect NID water service for Parcel 1. Electrical service will be provided by PG&E. There are existing 20-foot PG&E easements (per 77-12223, 77-1588, and 76-22825) which border the three proposed properties. Additionally, the project proposes a 32-foot Driveway and Utility easement to serve Parcel 2. A building envelope on Parcel 3 contains the existing residence, pool and shed, with a second building envelope proposed to allow potential future additional improvements. All proposed building envelopes and designated sewage disposal areas are designed to avoid sensitive resources to the greatest extent possible. PUBLIC REVIEW: As a lead agency, in accordance with CEQA, Nevada County is distributing the Draft IS/MND to interested public and regulatory authorities for review and comment for a period of 20-days. Nevada County is inviting comments and concerns regarding the IS/MND during the public review period spanning May 14, 2021 to June 4, 2021 at 5:00 p.m. Final action on the proposed MND will be taken by the Nevada County Zoning Administrator after the completion of the public review period at a duly noticed public hearing on a date to be determined.
